Importance of Korea to Every Congressional District

 

In 2011, Congress passed and the President signed into law the Korea-U.S. (KORUS) Free Trade Agreement (FTA), which became operational in March 2012.  Since 2011, total U.S. exports of goods and services to the Republic of Korea (ROK) increased by 4.7 percentto $64.9 billion.  While the U.S. government maintains a wealth of data related to goods and services trade, even down to metropolitan area level, there is no definitive source of information related to exports to South Korea from individual Congressional districts.

The Korea Economic Institute of America (KEI), utilizing data collated by The Trade Partnership (Washington, D.C.), fills this gap by demonstrating the role Korea plays in the economic livelihood of each individual Congressional district, including the number of jobs directly or indirectly created or sustained by exports to Korea.  The details behind the methodology of the statistics can be found here.

The top 10 Congressional exporting (merchandise and services[1]) districts to Korea are:

 1)      WA 2nd– $1.231 billion  6)      TX 35th – $634 million
 2)      CA 17th – $1.225 billion  7)      OR 1st –  $607 million
 3)      WA 9th  – $804 million  8)      TX 24th – $599 million
 4)      AK (at-large) – $779 million  9)      TX 14th – $544 million
 5)      TX 32nd – $658 million  10)  WA 1st – $529 million

 

The chart also includes information about the top five exports of goods and services from each Congressional district to Korea.  In addition, the export chart contains historical trends of total exports of goods and services from each Congressional District to Korea from 2010 to 2014.  Ninety percent of Congressional districts exported either the same or more to Korea than prior to the Congressional passage and implementation of the KORUS FTA.

Second, the export data sheet contains information about recent Foreign Direct Investment (FDI) by South Korea into the United States as complied by fDi Intelligence, a major division of the Financial Times.  Over the past decade, fDi Intelligence identified approximately $23.2 billion in publicly-released information about specific examples of Korean FDI in 109 Congressional districts that resulted in the expansion or creation of over 35,000 jobs in the United States.  According to the Bureau of Economic Analysis, the average annual compensation package for workers at U.S. subsidiaries of South Korean companies was $92,000and these firms contributed to nearly $25 billion in exportsof goods from the United States to around the world in 2014.

The top 10 Congressional district recipients of new FDI from South Korea since 2006 are:

 1)      TX 17th– $4.089 billion  6)      TN 7th – $800 million
 2)      TX 10th – $3.7 billion  7)      PA 8th – $600 million
 3)      GA 3rd – $1.6 billion  8)      AL 3rd – $544.6 million
 4)      NV 3rd –  $1.236 billion  9)      AL 4th – $312.4 million
 5)      AL 7th – $1.12 billion  10)  MI 2nd – $305 million

 

Finally, the export profile contains information from the American Community Survey of the U.S. Census Bureauestimating the number of residents in a particular Congressional district of Korean descent.  All the Census estimates are from 2014.
